Wooden Toy Export Certifications Explained: FSC, CE and EN71
A beautifully made wooden toy can still be stopped at customs — or recalled — if its documentation is wrong. The good news: wooden toys are one of the simplest toy categories to certify when the wood, paint and process are controlled from day one.
FSC: The Environmental Trust Signal
FSC (Forest Stewardship Council) certifies that wood comes from responsibly managed forests. It is increasingly demanded by EU retailers, and it is a genuine marketing asset: an FSC logo on your carton tells distributors and parents that your supply chain is traceable to a certified source.
CE Marking & EN71: The EU Passport
EN71 is the European safety standard for toys, split into parts — EN71-1 mechanical and physical safety, EN71-2 flammability, EN71-3 migration of certain elements (the heavy-metals test that matters most for paints). CE marking is the manufacturer's declaration that the toy meets all applicable EU directives, and it relies on EN71 test reports as evidence.
ASTM F963 & CPSIA: The North American Set
For the US market, toys must meet ASTM F963 and the CPSIA lead and phthalate limits, with a Children's Product Certificate (CPC) supported by third-party lab testing. Wooden toys with compliant water-based paints pass these tests routinely.
